Insurers ready Covid treatment rate list

Bengaluru:

The General Insurance Council has come up with rates for hospitals and insurers for Covid-19 treatment after talks with states and health experts. All 32 general insurers will now follow up with private hospitals for using the council's pricing for Covid-19 packages in a bid to end disputes over charges that are causing hardship to patients.

As per the new rates, which are to be reviewed every month, network partner hospitals cannot charge more than Rs 15,000 for ICU with ventilator care in metros and not more than Rs 11,250 in non-metros. Likewise, caps of Rs 8,000 have been set for isolation beds, Rs 5,000 for body storage, etc. Rates have also been fixed for investigations like blood sugar levels, X-ray, and ECG. The GI Council is an association of insurers, which has the backing of the insurance regulator.

Patients’ kin: Don’t escalate treatment
Doctors across private ICUs in Mumbai have noted a rise in ‘do not escalate treatment’ requests from families. The decision is driven by factors like uncertainty about the treatment outcome, research showing poor survival rate among the elderly and money problem. P 9

‘No standardised treatment cost for Covid’

The bid to push standardised pricing comes at a time when Covid-19 cases have crossed the sevenlakh mark and the role of private healthcare is expected to increase. Insurers say there have been many challenges with private hospitals’ charges and the GI Council’s pricing will give them collective bargaining strength like GIPSA (General Insurers Public Sector Association).

“Covid-19 is a new illness with no established protocols and standardised treatment costs. This is resulting in insurance companies having questions over amounts spent on Covid-19 treatment. To allay fears of insurers and policyholders and for transparency, the GI Council has come up with these rates,” said a council member. GI Council has published different rates for NABH-accredited and nonaccredited hospitals; and also based on hospital location, metros, non-metros and other areas. As per the new rates for moderate sickness, hospitals cannot charge more than Rs 10,000 a day, more than Rs 13,000 for severe sickness and Rs 15,000 for acute cases. Also in a major relief to the industry, PPE rates have been fixed - hospitals can only charge between Rs 1,200 -Rs 2,000. Also, these rates are inclusive of consultation, nursing charges, room stay, meals, Covid testing, monitoring and investigation, PPE, drugs, and medical consumables.

The council has published an exhaustive list on investigation items.

For instance, the hospital cannot charge more than Rs 500 on X rays, more than Rs 100 on blood sugar levels, more than Rs 400 on arterial blood gases. The GI Council said this will also help policyholders — where the cashless facility is not available (non-network hospital) and they have to go for reimbursement with the insurance company.
