The Punjab government will soon relax rules regarding qualifying length of service for promotion to various cadre posts to open up more promotion opportunities for employees serving in different departments and also to fill several vacant posts.


The Punjab government’s personnel department has written to all administrative secretaries to forward their proposals at the earliest so that the matter could be taken up in the next cabinet meeting. It has been conveyed that the administrative secretaries should forward their proposals along with justification for relaxation of promotion rules to various posts in their respective departments based on the requirement latest by June 24.

The relaxation of norms has been a long-pending demand of various employee unions. There are around 3.25 lakh employees in various departments of the Punjab government. After facing erosion in the employees’ vote bank in the recently-concluded Lok Sabha polls, the Congress government is taking various steps to sort out long-pending demands of the employees with an eye on the 2022 state assembly polls.

Sukhchain Singh Khaira, president of the Punjab civil secretariat staff association, said their union had also met the chief minister, Captain Amarinder Singh raising the demand for relaxation of qualifying length of service for promotion. “In civil secretariat only, there are around 18 posts of under-secretaries lying vacant just because no superintendent fulfills the eligibility criteria of minimum five-year service on superintendent’s post,” said Khaira. Similarly, there are four vacant posts of deputy secretaries and 30 of superintendents.

At least 10-year experience on the post of senior assistant is vital for promotion to the rank of superintendent and five-year of experience for a superintendent to get promoted as under-secretary. Therefore, the employees’ unions had been raising the demand to relax the rules with regard to the qualifying length of service for promotion. Just because there are a number of vacant posts, it shifts the workload on a few employees and if the promotion rules are relaxed, there would be more posts on the lower level which the state government can fill up under its Ghar-Ghar Rozgar mission, said Khaira.
