State awaits ₹763 cr from central govt

Chandigarh : Efforts of the Punjab government to get ₹763 crore from the Centre against the wheat disbursed among 1.46-crore National Food Security Act (NFSA) beneficiaries have failed to yield results. The money is pending for the period of second quarter (July to September) of the current financial year.

The matter was flagged by the officials of Punjab’s food and civil supplies department during a meeting with Union ministry for food and public distribution last week.

“We supply wheat to the beneficiaries of our state under the national food security act from the stocks we procure from within the state and get payment from the Centre. However, the payment has been delayed and we have urged the Centre to clear it at the earliest,” said Punjab’s food minister Bharat Bhushan Ashu. There are 1.46-crore beneficiaries in the state who are given a total of 8.7-lakh tonne wheat every year.

“In a few days, the reimbursement for the third quarter October to December will be due, that’s why we want early clearance,” said the minister, adding that in case the dues are not cleared, it will reflect in the cash credit limit received for the wheat procurement in the last rabi season.

Law ministry clears rural fund release

Sources said the Union law ministry has given clearance for release of rural development fund (RDF) as mandatory for procurement of food grains from the Punjab.

“The (union) government should honour the recommendation of one of its ministries and shouldn’t delay the release on one or the other pretext,” said Ashu.

A meeting of Punjab cabinet ministers Manpreet Singh Badal and Bharat Bhushan Ashu with Union food minister Piyush Goyal on Thursday over release of ₹1,250-crore RDF failed to yield result.

According to Ashu, Goyal told them that the matter has been referred to the finance ministry for recommendations and the Punjab government will be informed as and when the reply comes.

The Centre has not permitted the state to deduct the RDF from the cash credit limit (CCL) released for paddy procurement that ended on November 30.

As per the state’s regulations, 3% RDF is charged on the sale of food grains, and the Centre has, for the first time, missed mentioning it on the provisional cost sheet sent to the state before procurement of paddy. “Manpreet ji and I tried to convince the central minister on importance of the RDF for Punjab, but there was no immediate response,” said Ashu
