Hry to sack employees with fake Gwalior-based board certificates

CHANDIGARH : Haryana government employees appointed on the basis of educational qualification certificate acquired from the Board of Secondary Education, Madhya Bharat, Gwalior, will be sacked.

It has been brought to the notice of the Haryana government that the Gwalior-based board is fake against which the Central Bureau of Investigation (CBI) has registered two criminal cases, according to a November 5 communication of Haryana chief secretary Keshni Anand Arora.

The CBI has informed the state government that various schools of different states are also affiliated to Gwalior board’ and hold examinations of Classes 10 and 12.

“On the basis of fake marksheets and certificates, various candidates have procured appointments in government departments of the Union of India as well as states,” the CBI has said.

Even as the CBI’s Dehradun branch where the cases were registered against the fake board sent a letter to Haryana government on July 9, 2019, the state government issued directions on November 5.

The general administration department of the state has sent letters to all administrative secretaries, heads of departments, divisional commissioners, registrars of Punjab and Haryana high court and universities, deputy commissioners, Haryana Public Service Commission and Haryana Staff Selection Commission.

“The matter has been considered by the state government and accordingly it is requested to verify the marksheets and certificates of all the employees,” the Haryana government has said in the letter.

“If someone is found to have procured appointment in Haryana on the basis of marksheet and certificate of “Board of Secondary Education, Madhya Bharat, Gwalior”, his appointment may be cancelled with immediate effect and suitable action as deemed fit may be taken,” the letter further states.

The CBI has found that this board had issued a “large number of fake marksheets and certificates” with/without conducting examinations and “solely for the purpose of financial gains”.


According to Haryana government’s letter, all the boards which were functional prior to Independence became invalid after the Central Board of Secondary Education (CBSE) was set up in 1952. But the name of some educational boards including “Board of Secondary Education, Madhya Bharat, Gwalior” continued to remain mentioned in the Uttar Pradesh Intermediate Education Act, 1921.

“Taking advantage of this, the accused have re-established this board by way of Registered Trust Deeds in 2010-11 and are continuing operations all over the country,” the state government said, referring to the CBI letter.

The Union ministry of Human Resource Development and the education departments of Uttar Pradesh and Madhya Pradesh have neither approved nor recognised any board in the name of “Board of Secondary Education, Madhya Bharat”.
