LAST SESSION OF 13TH VIDHAN SABHA BEGINS FROM AUGUST 2

CHANDIGARH : The first-ever BJP government in Haryana, led by chief minister Manohar Lal Khattar, has held the maximum number of vidhan sabha sittings, which is more than INLD and Congress governments since 1999. With its ensuing monsoon session scheduled to begin from August 2, it would be 72nd sitting of the 13th vidhan sabha.

The BJP government, which came to power in the state in 2014, has so far held 71 sittings of vidhan sabha and spent 286 hours and 10 minutes.

The Indian National Lok Dal (INLD), which ruled the state in 1999, had 69 sittings and spent 250 hours and 32 minutes in its fiveyear-term, while the Congress, which formed government in the state in 2005, also held 69 sittings spending 265 hours and 29 minutes. The Congress which came to power for the second term in 2009 as well, held 56 sittings and spent 217 hours and 18 minutes in its second term.

The vidhan sabha records show that the members of treasury benches and the ministers spoke for 53.34 hours in the sessions held since 2014 while the chief minister spoke for 15.32 hours, thus totally 69.06 hours.

The opposition MLAs, on the other hand, spoke for 69.16 hours and the independent MLAs for four hours, the assembly secretariat officials said. Only the time allocated to each party as per its strength in the House during important discussions such as governor’s address, budget and bills is taken into account.

SITTING ARRANGEMENTS CHANGED

For the monsoon session, the sittings are yet to be finalised by the business advisory committee (BAC). However, sources said that the session is likely to be of three days till August 6.

This session would see a different sitting arrangement of the legislators in the wake of fall in the count of INLD MLAs – from 19 to six – because of the vertical split in the party leading to the formation of its splinter outfit Jannayak Janata Party (JJP) last year as well as its poor show in Lok Sabha polls.

Since Congress has 17 MLAs, its MLAs would now sit where INLD’s sat for being the principal opposition party since 2014 and the INLD legislators will be seated in the place of Congress MLAs
