In what appears to be an apparent signal to officials involved in the process of preparing of reports, Haryana chief minister Manohar Lal Khattar on Tuesday finally said caution would be taken while taking a call on an application for parole moved by Dera Sacha Sauda head Gurmeet Ram Rahim Singh.

“According to the jail manual, parole is right of all convicts and there is a process to be followed. In this case, the decision has to be taken by the commissioner after taking in reports from the deputy commissioners and superintendent of police of Rohtak and Sirsa.

“The court is also to keep an eye on the development. The commissioner will take a call in this regard after receiving the said report. As far as the government is concerned, we will take a decision at the appropriate time,’’ said Khattar.

The officers involved in process are aware of all the rules, he added.

Meanwhile, in yet another significant turn of event, sources in the Sirsa district administration said revenue reports had suggested that there was agriculture land in Sirsa registered in the name of the dera management. The dera head is neither the owner nor the lessee of the said land. Hence, this may also pose a hurdle in dera’s head’s parole. He had sought 42-day parole for the purpose of farming.

At the same time, the documents related to an attempt made by a foster daughter of Dera head too have come to fore wherein the Punjab and Haryana high court had allegedly remarked against such concession to Gurmeet. The HC had ruled out parole for the purpose of the girl’s wedding. The court had, however, opined that the petitioner could approach the appropriate authority for arrangements of video conferencing so that the dera head could join wedding from inside the jail.

Two weeks ago, Gurmeet had applied for 42-day parole for the purpose of farming in Sirsa. Acting on his appeal, the jail superintendent had forwarded the same to the commissioner, Hisar division, for his remarks before taking the final call.

Since August 2017, the dera head is lodged in Sunariya Jail of Rohtak after he was held guilty of raping his two female followers.

He was sentenced to 10-year rigorous imprisonment each in the two cases. Following January this year, he was sentenced to life imprisonment in journalist Ram Chander Chhatrapaty murder case. All sentences will run concurrently.
