The unrecognised political outfit Vikas Parishad, once floated by Haryana health minister and Bharatiya Janata Party (BJP) leader Anil Vij, still exists as a party at serial number 2,255 in the latest gazette list of registered political parties publised on March 16 by the Election Commission of India (ECI).

Vikas Parishad is registered at the residential address of Ambala Cantonment MLA Anil Vij. In 1995, Vij had left the BJP and had floated his own political outfit.

The information came to light when Ambala-based advocate Hemant Kumar studied the ECI Gazette notification of registered political parties, which is published on March 16 under the provisions of Election Symbols (Reservation and Allotment) Order, 1968. In 1991, Vij had contested the elections for MLA Ambala Cantonment on BJP’s ticket, but he had lost to Brij Anand of Congress. In 1995, Vij left the BJP and contested and won the MLA elections from Ambala Cantonment seat as an independent candidate for two consecutive terms of 1996 and 2000. But in 2005, Vij as an independent candidate lost to Devender Bansal of Congress with a small margin of only 615 votes.

Although Vikas Parishad is still registered with the ECI as an unrecognised party, Vij never fought elections representing the party.

Just before the 2009 state assembly elections, Vij again joined the BJP and was elected Ambala Cantonment MLA for the fourth time. He won the seat for the fifth time in 2014 assembly elections.

Hemant told, “When in September 2009, Vij had rejoined the BJP, he had announced that he would merge Vikas Parishad into BJP, but perhaps he did not complete all the formalities.”

Minister Vij told TOI, “There is no activity done by me related to Vikas Parishad after I rejoined the BJP. I had also written a letter to ECI regarding abolishing the party, but I don’t know why the name still appears in the list.”
