Against the approved strength of 52 in Gujarat high court, 24 posts are vacant and the pendency in the high court is more than 1 lakh, the Union minister of state of law & justice, P P Chaudhary, said in the Rajya Sabha.


The minister was answering queries posed by Rajya Sabha member Parimal Nathwani. According to the statement tabled in the house, there are 400 HC judge seats vacant in 25 high courts across the country out of the total approved strength of 1,079 HC judges. As many as 1,15,359 civil and criminal cases are pending in Gujarat HC. A total of 40,92,732 civil and criminal cases are pending with 23 high courts in the country. Nathwani wanted to know about the number of vacancies of judges in the Supreme Court and various high courts of the country, the number of pending cases in various high courts and in the SC and the steps taken by the government in last four years to ease the burden on higher judiciary.

The minister said 58,029 cases are pending with the apex court as on February 1. Further, as against the total approved strength of 31judges in the SC, three posts are vacant.There were 18 judges appointed in the SC and 384 judges appointed in various HCs between 2015 and 2018. The government has also increased the judges’ strength of the HCs from 906 in May 2014 to the current1,079.

The minister said the government has taken several steps to provide an ecosystem for faster disposal of cases by the judiciary including establishment of the National Mission for Justice Delivery and Legal Reforms, improving infrastructure for judicial officers of lower courts, leveraging information and communication technology (ICT) for better justice delivery and emphasis on alternate dispute resolution (ADR) to fasttrack special cases
