Chandigarh:

Responding to the observations made by the Punjab and Haryana high court about the functionaries of Haryana Staff Selection Commission (HSSC) regarding their alleged role in cash-for-job scam, the Haryana government has asserted that the investigation would now be “monitored at the highest level”.

On January 23, the HC had observed that “attempts are being made to protect some functionaries of HSSC in scam and why the matter should not be handed over to CBI”. “The higher authorities have taken note of observation of this court and ensure that the investigation will now be monitored at the highest levels,” the Haryana government submitted before the HC.

Hearing this, Justice Ajay Tewari has disposed of the matter in its orders released on Tuesday.

While hearing the matter on January 23, Justice Kuldip Singh of the HC had observed that the Haryana Police appeared to have not carried out the investigation in an impartial manner and an attempt was made to protect some functionaries of HSSC. He had also observed that the police had not gone further into the matter to find out which of the functionaries of commission were involved in the crime because the selections could not be obtained without the connivance of some functionaries involved in the selection process.

After that, the roster of the high court changed and Justice Kuldip Singh was shifted to division bench and the matter was referred to Justice Ajay Tewari for hearing. Hearing the Haryana government’s pleas, Justice Tewari has now disposed of the case.

The matter had reached the HC in the wake of a bail petition filed by Vijay Kumar, an accused from Jind district allegedly involved in the scam. Allegations against the petitioner were that he used to contact those desirous of getting government jobs through HSSC and collect money from them. The amount was paid by him to co-accused Suresh Kumar, who used to further pay Dinesh. The latter claimed to have contacts with some people in HSSC. Though, the HC had granted him bail, but expressed displeasure over the investigation carried by the state police.

The cash-for-job scam was exposed on April 5, 2018, when Haryana chief minister’s flying squad had arrested some employees of the HSSC and other departments who were extracting money from the candidates promising them selection for government jobs. Some middlemen were also arrested with them. A case under the Prevention of Corruption Act, cheating and forgery and other offences were registered in Panchkula and other places.
