PATIALA : A week after police arrested three persons, including a property dealer, in the sensational murder of Swarn Singh Saini, 71, father-in-law of senior IAS officer and Markfed managing director Varun Roojam, the main contract killer was also held on Wednesday.

Saini was found murdered in his car at his ancestral village in Rajpura sub-division on November 18. Saini, a retired superintending engineer from the Punjab health department and a resident of Chandigarh, had taken three bullets — one in the head and two in the chest.

The killer Charan Singh, 32, of Ambala, had been evading arrest, with the main accused Jagtar Singh, 41, Satwinder Singh alias Satta, 38, and Kartik Chauhan, 27, being arrested on December 18.

Charan had surrendered before a Rajpura court, following which he was remanded in sixday police custody.

SSP Mandeep Singh Sidhu said, “On directions from Jagtar, Charan bought a weapon for ₹40,000 from Uttarakhand and he was the one who shot at Saini’s chest and head from point-blank range.

On Charan’s confession, we have recovered the .32 bore weapon used in the crime and three pair of gloves.”

He added that they had also recovered ₹20 lakh and a demand draft of ₹50 lakh.

“During questioning, the accused confessed that they had first planned to strangulate Saini at the Chandigarh Golf Club for which they had purchased three pair of gloves.

Later, this plan was changed,” the SSP added.

Police said Jagtar was closely associated with the Sainis and oversaw the maintenance of their agricultural land and financial dealings. Jagtar and Satwinder hired contract killers to eliminate Saini, since he suspected Jagtar of having committed a fraud in a ₹4 crore property deal, the department claims.

Jagtar had reportedly duped the family of crores of rupees in a fake property deal.

He came into Saini’s contact in 2008 and helped him purchase 20-acre agricultural land worth ₹4 crore at Naraina village. Jagtar also assisted Saini’s brotherin-law Harbans Singh, a Dronacharya awardee athlete, in purchasing land worth ₹1.5 crore.

Jagtar allegedly prepared fake revenue documents related to the land deal and handed the mover to Saini.
